Added pragma(llvmdc, "string") for misc per-module compiler configuration, currently "string" can only be "verbose" which forces -vv for module it appears in.

Removed tango from the repository and instead added a runtime dir with the files needed to patch and build tango from svn.

[svn r59] Added support for C-style variadic functions. Currently only works on x86, x86-64 va_arg is broken in LLVM 2.1. PPC and PPC64 unknown.
