[svn r374] Move label target basic block from AST to IRFunction. This is a first step to allowing labels to be emitted multiple times. (for instance within finally blocks)

This version of Tango is modified to work with LLVMDC
    by Tomas Lindquist Olsen, 2008

Much has been removed as this is not intended to work with other compilers.
Hopefully in time, this will go away and the required changes merged into the
mainline Tango repository.
